Chapter One

1.1 Introduction

There is generally an accepted opinion about the falling standard of education in Nigeria, most especially at the primary and secondary school levels, and also Futo staff school. This is because the constant increase in the number of educational institutions and students enrolments are not maintained by any substantial improvement in the quality of teachers, equipments and teaching aids in those institutions. In other words, there is a general belief that Nigerian education today is quantitative rather than qualitative.

Quantitative education is an education whose worth or value is assessed only in terms of number of schools, pupils and teachers while qualitative education is an educational programme whose worth or value is assessed in terms of quality or standard.

However, libraries have been termed as one of pillar of availization. It is a known fact that an efficient and effective library represents the foundation in which a strong educational programme is built. Any attempt to teach and learn with out the use of a good school library will result to a shallow and restructure type of education which will not be suitable and desirable for the future leaders of any country.

1.2 Historical Background Of Staff Development In Nigeria

Nigeria as a nation is not left out in the global development of children / school library. However, some factors have affected this developments such as: Regeneration with separate administrations, the unbridled political unrests, the numbers of tribal / exanic groups and of course the problems of the absence of the National Lingua Franca. The factors weight heavily on the development. For instance, it has been easier to develop texts and reading materials in English than in any other language and to find qualifies teachers to manage school libraries and consequently literacy filling in this directions. On the other hand, village and rural children find the challenge in language drastic because they have not heard as much English spoken as the city children. There is also the danger and fear of losing contact with one’s indigenous culture, without gaining a real understanding of the new one.

Library services to children, particularly in the school of the eastern region and in the public liberalities of the western region and Lagos expanded at a surprising rate, considering the few resources with which the programme were begun in 1965, the eastern Nigeria school libraries association publish their first bulleting with helpful articles on library problems and review books in English such as handbooks wratter by Allen Joan and Robert Crooked have proved that the availability of guides suited to local patterns are more effective than those imported from other country.

The federal university of technology owerri: stated operating on November 28, 1950 in the premises of the old government technical college secondary school owerri with a complement of ten (10) staff borrowed from the Imo State civil service. Zaria was appointed the first vice-chancellor from squatting at the government technical college, of university moved its operation to ikenegbu and later to its temporary site, the lake Nwaeze Campus. This site was originally intended for the federal government girls college owerri and is situated behind the Imo State civil service and public service commission along SAMEK Road off Okigwe road owerri. Later the institution relocated to their permanent site Ihiagwa.

This chapter includes:- Summary of the findings, conclusion, and recommendations.

5.1 Summary Of Findings

Following the data collected and interpretation plus presentation as shown on tables 1 -8, the researcher reached some findings as a result of some clear facts. The researcher observed first that the reluctance of many respondents to answer the questionnaire handed out to them as they consider it be to normal for student to conduct research annually using various institutions as their case study and also the researcher.

Observed that the library does not have monograph and that the library largest holding was journals and periodicals. The researcher also observed the largest resources which is serials, references books and textbooks respectively while the least resources were audio, visuals.

Furthermore, the researcher gathered that the resources of the library would be insufficient also if the teachers that use the resources of the library want to patronize the library. The researcher also observed that school library does not adequately meet its services to teachers, especially in regards to indexing and abstraction, current awareness service (CAS), lending, recreation and entertainment, reprographic and ready reference services.

The third objective revealed the satisfaction of the information needs of teachers with the available resources of school library.

The fourth finding revealed the contribution of school library in the utilization of resource of school library were excellent and very good to majority of the teachers. For objective five, the study revealed that factors such as inadequate, obsolete information resources, computerization and inadequate funding of the library is hampering of study of library resources of the school library and the information needs of teachers in the school libraries.

For the realization of the desire of objective six, the study showed that those problems could be effectively sorted out, if the management and authority of the federal university of technology owerri staff school, will sincerely handle the suggestion made by the respondents. this will be highlighted in the recommendation of the study.

5.2 Conclusion

After due findings, the researcher made a first conclusion that the respondents saw the exercise as one of those annual assignment to finals in their institutions or department thus their reluctance to answer the questionnaire handed out to them.

Following the first objective if this research which was to identify the resources available in school library, it was observed that the library does not have monographs and its largest resources were journals and periodicals followed by serials and orders. Therefore the objective was achieved.

The second objective was to find out the services provided by school library (Staff school federal university of technology owerri) the school library provided two different services to pupils who form the users of the library. Following the responses of the respondents, the researcher concluded that school library does not adequately meet its services to teachers especially, in terms of indexing, abstract and others.

This are saw the achievement of objectives five of this research.

5.3 Recommendations

The researcher came-up with a good number of recommendations to match the identified factors that hamper the use of researches and services of school library, each made to suit the objective actualizations.

Firstly, the growth of the libraries would not only depend on the making available of funds to the library by government and other concerned agencies, it would also depend on the cultivations of a good selection and acquisition techniques to select and acquire recent and useful resources, and also make proper weeding of the library in order to develop the library resources. The writing to donor agencies interested in assisting libraries, be they national or international is a welcome idea.

Library loans and exchanges should also be improved to facilitate resource growth of the library, as automation and computerization of the library will help increase the resources of the library and also be beneficial to the improvement of the library resources in order to satisfy fully the information needs of the teachers.

Secondly, the library should improve in the quality of staff in the library service. This can be done by employing more well trained librarians and library assistants to boost the library’s service performance, retain the old staff, mobilize the staff well and encourage them to attain more educational qualifications with specialty in Audio-visuals.

Thirdly, the library must engage in the acquisition of user profile and their specific information needs if it must meet or satisfy teachers information needs.

Fourthly, the library should adopt information and communication technology (ICT) in order to contribute effectively to the utilization of information resources of the library by the teachers.

Finally, the library would approach the inadequate funding problem first of all internally. The library must cut-down excesses it may be spending on some materials that may be of less relevance or not at all in stationeries so as to save money and use them for more important area of the library needs. The library should perform reprographic services, penalty shares on overdue materials, registration of the library users.

The library should also solicit for funds externally from government, private, co-operate and donor agencies to assist them to the funding of the library.
