Abstract

Education today has embraced e-learning to make the learner more personalized/individualized in his studies. It has brought changes that are very convenient and flexible to the learner as well as helped to develop skills and competencies needed in the 21st century to ensure that learners have the digital literacy skills required in their discipline. To this effect, the researcher decided to apply the method of e-learning in four selected primary schools. A sample of 150teachers in Abuja was selected and grouped into two experimental and control classes The study observed that ICT greatly impacts students learning and the educational sector as a whole but the government and educational institutions should provide necessary infrastructure and trainings to increase the impact of ICT. This has the implication of transforming the educational standards by providing unlimited access to knowledge and information to teachers and learners.

Chapter One

Introduction

1.1 Background of the Study

Today, the society is witnessing a major change in all aspects of life which has affected our houses, businesses and our educational system. Technology has emerged with our curriculum to create a learning atmosphere that allows learners to become more responsible and individualized/personalized in their studies.

The continuous societal changes denoted a need for the educational system to embrace these changes. According to Igwe (2005) “development in everyday language refers to qualitative improvement which is a continuous activity among human beings” The societal changes have affected the schools, the teachers, the learners and the disciplines or subjects taught in schools and this have resulted in the overall curriculum change. All these changes have made it necessary for educators and learners to adopt in other to meet up with the demands of the modern society.

Therefore, the educational system should move along with the rest of the world as it is a change agent.
Today, it is necessary for someone to have a basic knowledge of the computer in other to function properly. This has brought modernization into our educational system and part of this is the electronic learning.

The launch of the World Wide Web (www) in 1999 brought a surge of interest in the possibilities of electronic learning (e-learning). According to Okeke (2007) “The use of the web as an educational medium was hailed as a major change in the educational sector. It has given rise to a major form of delivery of education or as a combined approach with the old conventional method of classroom based teaching.

E- Learning is computer enhanced and applies to online lectures, tutorial, performance support system stimulations. It is an approach to facilitate and enhance learning through both computers and communication technology. Devices such as personal computers (pc), CD Roms, televisions, Mp3 players and mobile phones are used. Communication technology enables the use of the internet and e-mail discussions.

Lee (2004) noted that the increasing use of internet improved technologies as well as web based applications, the uses of e-learning in the educational sector are of immense benefits. As written by Ajelabi (2005), it motives students to operate modern teaching equipment like microcomputers and other teaching aids like projectors (overhead and opaque) slides, films etc).

By now, over a decade of it launch, it is expected that the concept of e-learning should be clearly defined. Due to attitudinal problems in the use of e-learning for teaching and learning of disciplines in the school curriculum, there is yet to be a consensus about what it actually represents. It is important that the method of teaching and learning should also change to meet with the changing societal needs.

Based on the above background, the task before the researcher is to find out the influence of e-learning facilities and academic achievements among primary school pupils in Abuja municipal area council FCT Abuja.

1.2 Statement of the Problem

Many African countries envision being industrialized by the year 2030 and Nigeria is no exception. However, looking at the way lessons are being taught in institutions especially in Nigeria, the vision is in doubt because of the theoretical way of teaching bearing in mind that a lot of courses are practical and bridging subject, KIE (2006). The 2030 vision states that teachers are expected to possess high technical skills so that they can impact on learners if the nation is to be industrialized. Being a visual type of subject, this study puts emphasis on the integration of E-learning for good teaching.

The school curriculum has to be responsive to changing societal needs. The students also have to adapt to these needs and often the effects are noticed on the performance of students who are usually the receivers.
In today’s world, technology has made it necessary to use the various forms of computer delivered instruction in teaching and learning. It becomes necessary to study the influence of e-learning facilities and academic achievements among primary school pupils in Abuja municipal area council FCT Abuja.

1.3 Purpose of the Study

The purpose of the study is the influence of e-learning facilities and academic achievements among primary school pupils in Abuja municipal area council FCT Abuja.

1.3 Objectives of the Study

1. Establish the impact of e-learning on academic performance in primary schools in Abuja municipal area council in Abuja.
2. Examine the roles of Government and Private sector on the development of E-Learning in primary schools in Abuja municipal area council in Abuja.
3. Determine the impact of e-learning on the improvement of the quality of education of Agricultural science students’ in Abuja municipal area council in Abuja.
4. Ascertain ICT as a key factor for assessing teaching and learning.

1.4 Research Questions

1. What is the impact of E-Learning on Academic Performance in primary schools in Abuja municipal area council in Abuja?
2. What are the roles of Government and Private sector in the development of E-Learning in primary schools in Abuja municipal area council in Abuja?
3. What is the impact of E-learning on the improvement of the quality of education in Abuja municipal area council in Abuja?
4. Why is ICT a key factor in assessing students’ teaching and learning?

1.5 Significance of the Study.

The study is significant in that it gives an insight into the knowledge of using software packages and its workability on the educational system.

The result will encourage the teachers to know the benefit of using the alternative method of teaching to achieve an improved performance. It will create an awareness to the teacher and the student on the possibility of using e-learning approach.

1.6 Scope of the Study

For the purpose of this research and the successful application of the e-learning facilities, the scope is one hundred and fifty (150) primary schoolteachers made up of forty (40) each from Ostra Heights school and Hopebay school, both in Abuja municipal area council FCT Abuja while thirty-five (35) students came from Kings Palace school and thirty five (35) students came from Hill Crest.

1.7 Limitations of the Study

The researcher was limited by finance both for transportation to the schools and production of the instructional package. Also time for the study was limited.

1.8. Organization of the Study

This paper is arranged in a way which sequentially answers the questions raised under the introductory part. Thus there would be five chapters in which Chapter One deals with introductory aspects namely, background of the study area, Objectives of the study Statement of the problem, Significance of the study, scope of the study and limitations throughout this paper. Chapter two would be dedicated to the review of related literature consisting scientific review and empirical review. Chapter three covers the methods used during data collection and data analysis. Chapter four includes finding and discussion part of the study. The last chapter incorporated the conclusion and recommendation part of the research.

1.9 Definition of Terms

For the purpose of this study, the following conceptual terms are used.

1. Computer:

It is an electronic device (machine) that accepts data (Inputs) and processes data into a meaningful output called information.

2. Internet:

The internet is a global network of computer that communicate using a common language. It is simpler to the international telephone system with the single exception that is one aims or control the whole thing.

3. Electronic Learning (E-Learning):

E-learning is an online education defined as the self-paced or real time delivery of training and education over the internet to an end-user device. (Lee & Lee, 2006)

E-learning is the delivery of a learning, a training or education program by electronic means (Li, Lau, & Dharmeudran, 2009).

5. Teaching:

This is the activities of educating or instructing; activities that impart knowledge or skills; the job or profession of teacher. It is something that is taught; the ideas and beliefs that are taught by a person, religion etc.

6. Learning:

Is a process through which there is a change in behaviour in order to solve a problem arising within the situation environment.

Summary, Conclusion and Recommendation

5.1 Summary

This research work attempts to answer questions on the roles of ICT on teaching and learning of students, the limitations and the challenges of its integration in education systems. Information communication technologies are influencing all aspects of life including education. They are promoting changes in working conditions, handling and exchanging of information, teaching-learning approaches and so on. One area in which the impacts of ICT is significant, is education. ICT is making major differences in the teaching approaches and the ways students are learning. ICT-enhanced learning environment facilitates active, collaborative, creative, integrative, and evaluative learning as an advantage over the traditional method. In other words, ICT is becoming more appropriate in the realization and implementation of the emerging pedagogy of constructivism that gives greater responsibility of learning for students. Several surveys are showing that ICT use in education systems of developed nations has comparatively advanced than ICT use in education systems of developing nations.

In addition, the major promises of ICTs use in education systems of developing countries focus on training teachers and students in new skills and introducing innovative pedagogies into the classrooms, investing on ICT infrastructure for schools and creating networks among educational institutes, improving overall standard of education by reducing the gap in quality of education between schools in urban and rural areas, initiation of smart school with objectives to foster self-paced, self-assessed, and self-directed learning through the applications of ICTs, and developing ICT policy for education and training. On the other hand, this article discusses the major limitations of ICT use in education as teacher related, student related, and technology related.

5.2 Conclusions

The role of ICTs in the education is recurring and unavoidable. Rapid changes in the technologies are indicating that the role of ICT in future will grow tremendously in the education sector.

1. By observing current activities and practices in the education, we can say the development of ICTs within education has strongly affected on
   • What is learned?
   • How it is learned?
   • When & where learning takes place
   • Who is learning and who is teaching.
2. ICT also focuses modification of the role of teachers. In addition to classroom teaching, they will have other skills and responsibilities. Teachers will act as virtual guides for students who use electronic media.
3. Ultimately, the use of ICT will enhance the learning experiences of students. Also it helps them to think independently and communicate creatively. It also helps students for building successful careers and lives, in an increasingly technological world.

5.3 Recommendations

1. We advise that both the teachers and the students should develop personal interest in the use of ICT.
2. For sustainable integration of ICT in education, funding and other infrastructural issues should also be addressed
3. ICT should be made compulsory in institutions and the educators should be given proper training on the effective use of ICT.
4. ICT should be promoted all over the country and be made available and affordable to the people especially the educators and educational institutions.
5. A stable power supply should be made available for the effective use of ICT in Nigeria.
6. Teachers in the training institutions should be imbued with the skills and abilities of ICT literacy and sensibilities so that the knowledge and attitude acquired will cascade onto the learners that they come in contact with in the classrooms when they begin to practice.
7. There is need to create an enabling environment for teacher education programs to strive toward producing highly qualified ICT literate teachers and teacher educators that would assist in making the integration and usage of ICT in schools a success.
8. Nigeria also the need to develop a specific policy for ICT in education- a national policy for ICT in education will help to locate Nigeria in the emerging global knowledge based economy, coupled with strategic investment in education to enable greater productivity in the workforce and thus increased national competitiveness.
