Chapter One

1.0 Introduction

1.1 Background to the Study

To improve the performances of small and medium scale enterprise, one supposes to consider the effective and efficient management of such firm to maximize profit and also for the enterprise to grow. Before this research goes on, the researcher will try and define what small scale enterprise is all about, “small-scale enterprise is a manufacturing, processing, and servicing industry with a capital base of N150000 which include working capital but exclude cost of hand and it have a labour size of 11-100 workers. Small-scale enterprise includes the following: retailing, whole selling, research and development, servicing, consulting, and manufacturing.

Many small-scale enterprises in Nnewi South Local Government Area lacks basic managerial skills and talented men as managers. Many entrepreneurs who manager the small scale enterprise in the area lacks these skills necessary for the planning and organizing their human and material resources. It is a well known fact that most multinational corporations as food and general motors and many of today’s Nigeria giant & enterprises like Ekene Dili Chukwu Nig. Ltd, G.U.O group of companies, Dangote group all started as small business outfits. Therefore, something must be done to encourage this form of business (small scale enterprise) realizing that they have a high mortality.

A thriving small and medium entrepreneurship sector is made up of providers of a prosperous and strong economy. Small and medium enterprises (SMEs) have a significant weight in the growth of the economy of a country. SMEs contribute to economic progress in numerous ways: by providing job opportunities for rural and urban areas, supporting required sustainability and innovation, supplying products and services in the economy as a whole. A large number of people rely on the small and medium enterprises and most of the current larger enterprises have started as SMEs. There are several characteristics that differentiate SMEs from large size enterprises and are related to their uncertain nature, innovation and evolution (Harrison, 2011).

The level of development in each country has also an impact on the small and medium entrepreneurship sector. The difference among contributions in terms of economic results and the employment rate in SMEs in low and high-income countries is noteworthy. SMEs in high-income countries account for more than 51 percent of GDP and 57 percent of employment, while in low- income countries, this figure slightly rises above 20 percent of both GDP and employment rate. However, leading providers of economic dynamism are the unregistered microenterprises that comprise the “informal sector” which has a greater share (Davis, 2012). Performance in this regard (on the macro level) is the factor that defines the contribution level of SMEs to the economy.

1.2 Statement of the Problem

Osotimehin et.al, [5] observed that, there is strong correlation between the degree of poverty, hunger, unemployment, economic well-being of the citizens of countries and the degree of vibrancy of the respective country’s small-scale enterprises. He added that, Small and Medium Enterprises (SMEs) in Nigeria have not performed creditably well and hence failed to play the expected vital and vibrant role in the economic growth and development of Nigeria. The contribution of the small-scale enterprises to economic development had been widely recognized by previous researchers. However, small and medium scale enterprises are very vulnerable and their failure rate is so high that no nation can afford to ignore it. Aremu et.al, noted that, 70 percent of small-scale enterprises in Nigeria failed within the first five years of operation. Small-scale enterprises have areas of key strengths, in that relatively low skills and resources are required for start-ups but also several significant areas of weaknesses and problems, many of them are not only very weak and fragile but have little prospect of growth and development.
