Chapter One

Introduction

1.0 Background of the Study

The need to motivate workers in an economy like our is the concern of manager of both private and public established. There is the need for managers to understand and accommodate various people that work in one organization for the purpose of increasing productivity and for them to induce personnel to do their job, the manager’s needs to understand different behaviours that workers exhibit in an organization.

The motivation of administration personnel of local education Authority, Dutsin – ma is not an exception as their performance behaviour is akin ti that up others organization in Nigeria.

It is this premises that we intend to take a look at the situation with a view if finding solution to them, or at least reduce the incidence of low productivity. It is also my hope that at the end of this exercise, the picture would be clearer in the area of motivation and increased productivity in the organization.

An organization is composed of people who interact at different levels toward achieving a certain goal. Management therefore creates and maintain an environment which individual work together in-group towards the accomplishment of the set objectives Fadeyi (1976).

The success of an organization is contingent on the performance or effective ness of workers in that organization. The management in that organization. The management has the responsibility to study how best to induce or motivate the employees to put in their best. This could be done through the management study, the organization adopts to increase productivity.

The management also ensures that the rate of staff turnover is highly reduced to the best barest minimum. This study revolves around the techniques of motivation employed by the management of Local Education Authority Dustin – ma and whether the techniques when properly planned and applied could increase productivity of such organization. Any organization that does not recognize the importance of motivation could hardly increase productivity and retain staff for quite long.

It is determination of this work of researcher to examine the various component of motivation, which are essential to establishing and sustaining productivity through effective performance, as workers are most valuable assets in an organization that is service oriented.

1.1 Statement of the Research Problem

There is hardly any organization that can progress without adequate motivation of its workers. The importance of motivation in any organization cannot be over emphasized.

A critical examination of our governmental organization and local organization for that matter reveal scale inadequacies. It is possible to immediately point the high degree of inadequacies – the cause and possible solution. The attitude of workers is generally negative and characterized by dissatisfaction, frustration, lack of interest and communication.

An individual group with this kind of unhealthy disposition cannot be in a position to voluntarily cooperate to the full extend of their ability in the interest of the organization. The aim of all organizations is to fully utilize its human resources to the fullest towards the attainment of it objective; such attitude to work is determine to the survival of any organization.

The question arises, how can we gain and sustain employee motivation for quality and productivity? Wayne (1989) state that “There has been a declines in the rate of Industrial Productivity both in private and public”.

Although government has continued to make efforts towards motivating its workers the recent nationwide strike shows that there is much to be desired. It is very difficult to say categorically that motivational effects fully meet the yearnings and aspiration of civil servants.

There is a need to handle workers to perform since their services are vital to the development of the society.

1.2 Aims and Objectives of the Study

The aims and objectives of the study research are as follows.

  1. To understand how subordinates motivate subordinate to behave in a way that will move the organization towards its objectives.
  2. To find out the motivational differences that exists among the various levels of management.
  3. To find out the effects of motivation on the staff of Local Education Authority Dutsin – ma
  4. The research is aimed at finding out the extend to which motivation in a work place increase or decrease productivity.
  5. The research will offer useful suggestions on how to improve the work situation in an organization.
  6. To enable further research into the organization with a view to increasing the level of productivity.
  7. To serve as basis of research into other areas of interest in the organization

1.3 Significant of the Study

Employee productivity has been very low in the country. The problem appears to have become compounded due to continuous increase in workforce of both private and public sectors of the economy.

The situation is more worrisome in the public sector where employment of employee does not depend on rather reduction of unemployment and satisfaction of political desire.

The aim of any organization is to render services or make profits and the attitude of employees to work need to be continually studies as human beings are unpredictable.

The need for such studies was identified since the industrial relation by theorist in an attempt to improve workers condition towards increasing productivity.

The federal, state and local government spend millions Naira on staff salaries alone yearly, while the amount spend does not commiserate with output, there is need to check his imbalance.

Furthermore, employers are always kin to know how the cause of employees attitude and behaviour with a view to motivating them to sustain increased productivity. Through many theorists exist on motivation, most differ in what they implicitly suggest to administration to do in order to obtain effective performance from their employees. Effective performance from their employees.

Nigeria a peculiar problem arising from absenteeism, lateness to work and outright condiment from duties and this has affected productivity generally and the need to carry out studies that will lead to the performance of the organizational task cannot be exhaustive.

1.4 Scope and Limitation of the Study

It is important to define the scope and limitation of this research work with respect to coverage and time dimension.

The reactions of such boundaries are usually necessary due to the problems posed by the organization of large data.

This study is therefore confirmed to impact of motivation on staff performance as it relates to administrative staff of Local Education Authority Dutsin – ma. Time and money has been the constraint in the exercise.

The time given for this research was too short to warrant intensive research work and financing of the work also contributes. The amount of money required will not be easily sourced.

Any attempt to estimate time and money make the exercise unattainable. It is hope that the study will serve as a representative sample to others local education authorities in Katsina state whose inductive finding will be generally applicable.

Finally other scholar will undertake similar researcher in the future to put the organization in its true perspective for the entire state

Chapter Five

Summary, Conclusion and Recommendation

5.0 Introduction

This research is centered on the impact of motivation on the employees of Local Education Authority Dutsin – Ma.

The Research highlighted factors required in motivating staff to put in their best in any organization, this will increase productivity, in such organizations thereby leading increase in available of goods or services rendered.

5.1 Summary

This research, dwell on impact of motivation of employees and the general application. The influence drawn so far show that when workers are adequately motivated and rewarded for good performance, they are likely to increase their level of output enhanced their level of output and enhanced efficiency in an organizational set – up.

There is hardly any organization that achieves its corporate objectives without the enhancement of the efficiency of its labour forces. This believes alone arouse the interest of the researcher to study the impact of motivation to enhance employees performance.

The concept of motivation and performance are inter – related in management process which all managers should matter if they are to succeed in their maximum efforts, it is essential that various needs which have been identified to be as far as practicable.

Although emphasis has been placed on the satisfaction of higher human needs for the motivation of employees, the basic needs have to be satisfied first for instance for the organization to get the best from its employees there should be improvement in salary structure as well as fringe benefits. Apart from wages and salaries the management can develop or established a coherent social policy for the welfare of workers. These policies may include health, housing,. Social security etc. it is my utmost believes that if these needs are graduated for Local Education Authority workers, efficiency rate in form of higher productivity is a function of motivation.

This study also point out factors like job security, promotion, Job enrichment, responsibility and accountability are all motivating factors high productivity. The use of Abraham Maslows hierarchy of needs as theoretical framework is to show how different stages motivate a worker to perform. It is therefore noted that this framework is very much application to the field of the study.

In the cause of data analysis we are able to determine also that financial incentives have great power to motivate workers forwards incentives have great power to motivate workers forwards job performance as this way highly supported by the respondents and interview conducted.

This study also shows that employees interest is higher performance does no develop without some stimulation by management either directly or through the creation of an atmosphere conducive for working. It equally implies that workers performance may face in the absence of relevant. It went further to establish a fact that increases performance is determined by the degree of welfare scheme enjoyed by the employees. Therefore countries that have high returns productivity enjoys good welfare programme

This research also dwell on the historical of the Primary School Management Board and the creation of local education authorities its function or objectives different motivational process general operational problems especially those related to the impacts of motivation.

It went further to mention and analysis some factors affecting productivity through some factors affecting through divergent view held by carious categories of staff with respect to leadership, training promotion, management and productivity, rating.

Finally on the summary of the findings, it was observed that despite the fact that workers are adequately provided with incentives, improve their productivity, the function of motivating alone but finding a solution to other factors affecting local education authority from realization of its goals and objectives.

5.2 Conclusion

From out analysis in the previous chapters, we arrived at the following conclusion. As organizations differ in what they can do to influence motivation people also differ in what motivates them to work. Some people work primarily because of companion ship while others work for money. Some work hard because there is pay incentive. It will be observed that there are motivational differences employees due largely to many factors including the treatment at work place.

Right from onset on average Nigerian workers and can only be satisfied with the nature of reward particularly when he is well paid. It is a known fact that only a satisfied worker can effectively be motivated to out in his previous chapters, the lowest classes of worker are interested in good pay. Monetary inducement inform of salaries and wages thus became an important tool for these classes of workers.

Fact that about 75% of the employees rank good pay as important job factors they value most portrays the strong roles which money plays as a motivator. As a result of these finding is realized that welfare as a way of motivating workers to put in their best and unfortunately, this country does not offer much welfare especially to service organizations like the local Education Authorities.

From the researcher’s observation, if the various theories of motivation is outlined in this work are strictly applied in an organization, it will produce an efficient result in terms of goal attainment.

5.3 Recommendation

The researcher or investigations conducted in the course of this study has shown that the performance is due to both external and internal factors. Based on these finding, it is hoped that the following recommendation will be useful in improving performance since the theme is the impact of motivation on performance.

The recommendations are geared towards meeting the motivational needs of local education authority Dutsin – ma and other organization that are interested.

The researcher study pointed out some problems on promotion implement. It is observed that promotions are released without immediate implementation.

In addition to this problems of information steps are paramount these problem may affect the morale of staff and also the organizational performance.
A clear strategy could be agreed upon with the state government from where the Local Education Authority sources her funds with a view to eliminating the problems.

A careful plan or proposal could be sent to the state government early enough to enable realization of found to take care of promotion and annual increment implementation.

On the issue of training, it is observed that the management needs to improve on the training sponsorship. A situation where by those who secure admission for further course sponsors themselves does not ague well for the motivational needs of the workers. Staff could be sponsored on workshops and seminar to improve their performance.

For employee maximum prosperity means not just immediate higher wages, but his development so that he may perform efficiently in the highest grade of work for which his ability fit him. To this end a trained employee will be motivated to perform efficiency.

In the course of this research, it is observed that majority of staff members favour financial incentives scheme and workers application of these incentive e.g leave allowance, welfare package etc. in view of this, it is our recommendation that the management should strengthen the administration of incentive and improve the condition of service to enable the employees be satisfied with their jobs.

On the area of staff accommodation. The researcher observed that is a general problem not only in local Education Authority Dutsai – ma but the entire state. However, effort should be made to provide workers with chairs and tables to enables them Perform their daily schedules.

Finally, the problems of inadequate funds due to the poor budgetary allocation over the years has hampered the organization from performing it statutory functions and this has affected staff and management generally.

There is need for enough constitutional provisions from organization like local education to perform its statutory roles.

The authority has to sack constitutional amendment to enable it source for funds for its legitimate functions. Not until this is done, the employees of the local government Authorities generally will not satisfied with their jobs and this have negative off impact on the performance of the organization;

I am strongly optimistic that have the above recommendation, if well implemented, will lead to increased performance by the Local Education Authority and the quality service will equally be enhanced which in the long run improve the quality of pupils that will be admitted into secondary schools, and tertiary institutions and the economy will be better for it.
