This study gives a suitable detail of irregular payment of workers salary in Owerri municipal Imo state their payment to these workers determines their performances. The workers entail how workers in Imo state can be motivated through their pay.

There are some commission set up by government to look into the salary system of workers; the commission come up with recommendation towards improving the salary structure of workers. Also income policies are made as a restraint measure to pay of workers. Salaries are determines by some factors which have to be consider in the payment of workers.

In handling our topic, we have framed it into five chapters, chapter one bordered into introduction, which contains background of the study, research questions, statement of hypothesis, significance of the study, scope of the study, limitations and definition of terms, chapter two concentrated on limitation and definition of terms, chapter three dealt with on research design and the methodology which contains introduction, research design, sources and method of data collection, population and sample size, sample techniques, validity and reliability of measuring instruments and method of data analysis.

Chapter four centered on presentation and analysis of data which contains introduction, presentation of data, analysis of data, test of hypothesis and interpretation of result. And lastly, chapter five is summary, conclusion and recommendation.

1.0. Introduction

1.1. Background Of The Study

Individual are employed in every public sector institution to carryout various activities to achieve the institutions set goals and objectives. These public institutions are government own which are financed and managed with tax payers money.

The individuals who work in these public institutions are referred to as civil servants or bureaucrats.

Ogunna (1999), states that civil servants are the life wire of the state machinery and an essential factors for initial development. He further states that civil services is large scale organization of permanent government paid officials who are recruited in civil capacity by the civil service commission charge with the responsibility of exercising the executive authority of the government, and whose activities are guided by certain rules of procedure and operation in a systematically inter-related pattern, to achieve the complex objectives of its employers.

Like an every other government institution, civil servants who are recruited into the Owerri municipal council have at their disposal knowledge skills, attitude, experience and qualification in carrying out the activities of the government in order to meet with set goals of the government. The employer which is the government on the other hand have at its disposal the pay to attract it employee to work and become its members. This pay is otherwise the salaries paid to civil servants.

The fundamental purpose of this salary is to encourage these civil servants to provide high performance for the organizational effectiveness and efficiency to positively affect productivity. The development for salary assumes the availability of accurate job description. This job description includes job evaluation and salary survey. These are internally equitable and externally competitive. The salary to the civil servants is meant to serve as the way of acquiring the necessities, luxuries and all the need of the workers. It also makes the workers feels rather efforts have been acknowledged and may derive a sense of achievement from the job.

However, when a worker scarifies all his/her effort, knowledge, skill in-ensuring that there is a high productivity in an organization and having in mind that monthly entitlement (salary) will be given to him/her problem to take care of his/her problem but at the end, he/she get nothing. The workers is being demoralized to work or force to loose interest which in turn will affect productivity thereby resulting in low productivity.

Finally, an effective salary policy provides guideline for compensating employees. It also address some issues service efficiency and effectiveness.

1.2 Statement Of Problem

Workers are known for their inefficiency especially when not paid. Hence most government parastatals are even seen as dead woods. The question is, how can workers performance and behaviours be encouraged. When a workers is owed several months, he/she has no other option than to source to sustain life which may be a sought of engaging in private business. If this non payment of salaries continues, it may result to low productivity in the organizational goals.

Irregular payment of workers salary may however result to the following enemies, to high productivity conflicts, industrial action, demonstration, laziness to work or even absenteeism to work.

1.3 Objective Of Study

Irregular payment of workers salary which has often been controversial issues in the Owerri municipal council. Indeed success in labour compensation management efficiency.

The researcher is motivated by the worrisome state of affairs cased by our study in hands. Thus, the researcher seek to examine, analyze and proffer solution to the attendant problems. She thereby came up with the following objectives.

  1. To ascertain whether irregular payment of workers salary can attract potential skilled workers to the service of Owerri municipal council.
  2. To examine the level of effect or irregular payment of workers salary performance.
  3. c. To find ways of solving the problems associated with irregular payment of workers salary in Owerri municipal council.
  4. To encourage regular payment of workers salary in Owerri municipal council in other to encourage high performance.

1.5 Statement Of Hypothesis

This study is exposed to the tested of the following hypothesis.

  1. Ho: Irregular payment of workers salary has no negative effect on productivity.
    Hi: Irregular payment of workers’ salary has negative effect on productivity.
  2. Ho: Remuneration of workers has no effect on their output.
    Hi: Remuneration of workers has effect on their output.

1.6 Significance Of The Study

Statistics has show that over 60 percent of industrial action in the state are traceable to agitation about irregular payment of workers salaries and demand for increase in salaries allowances. Owerri municipal is often paralyzed by industrial actions. Most of the industrial actions in the civil services were industrial conflicts caused by irregular payment of workers salary.

Favourable, we are optimistic that our dream to reveal or to divulge the situation to the problem of irregular payment of workers salary in Owerri municipal council would be enthusiastic and of great benefit to other government organization or parastatals in Imo state and Nigeria in general.

Finally, we also hope that at the end of this study, we must have achieved lending support to the already done works on this topic for the benefit of future researchers.

1.7 Scope Of The Study

A lot has been done in the areas of workers performance, encouragement and efficiency and on productivity by scholars which are already in the market. Also this research work was intend to cover only Owerri municipal council in Imo state.

1.8 Limitation Of The Study

Due to the nature of our work, we depended on the data gotten from some workers in Owerri municipal council on the already established guidelines, since there is no room to take position or assumption.

1.9 Definition Of Terms

1. Salaries:

This is referred to as the monthly rate paid to clerical administration and professional employees.

2. Workers:

There are individuals who are hired or employed within the capacity of any institution or organization charge with responsibility of achieving the institutional set goals and whose activities are guided by certain rules of procedures.

3. Productivity:

This is measure of how resources are brought together in organizations and utilized for accomplishing a set of result (Anugwom 2007)

4. Technical Know-How:

This can be seen as the first potentials in which a worker exhibits and display in government parastatals or organization, that is to say that it is the best knowledge a worker offers to an organization in order to increase in output.

5.1 Introduction

We have tried to present our view in a manner, we think that is best for the topic, “The impact of irregular payment of workers salaries on productivity”. In this chapter, we intend to summarize all we have done in the other chapters, especially summarizing our findings, making a befitting conclusion for the topic and also making recommendations for the topic. The recommendations are itemized in a compressive manner.

5.2 Summary Of Findings

In the course our study, it was realized among the other things that if Imo state workers are properly compensated, it will enhance their performance at work and also make them put in their best as to achieve the objective of the organization.

Irregular payment of workers salaries had been emphasized as a factor which had led to enhancing workers performance. It has been described as a process of creating organizational conditions that will cause workers to strive to superior performance. This study has been able to establish the relationship between workers salary and their performance. This will go to long way to prove that the more salaries workers get, the higher their performance and productivity.

Effective and efficient wage and salary management will bring management will bring about effectiveness and efficiency in civil servants performance especially Owerri municipal council. Workers are eager for wage increment and incentive that will boost performance and productivity. Every state government would naturally want to see workers work hard all times, it has been established that workers satisfaction bring about joy and creativity at work.
Moreover, it has been exposed several times that government had proposed for on wage or the other but it had been adequately implemented. Government should look into proposed wage policies and ensure that her set up committee or commission monitor the proposal and implementation of it. This will bring about good performance in the Owerri municipal council and dignity of labour.

5.3 Conclusion

Having discussed a lot on the issue of irregular payment of workers salaries and have encountered so many difficulties in the process of achieving this, we now psit that the future of salary management in Owerri municipal is bring and crucial in our time, when computer and globalization are with us and as a result of this, government and other employers now have the burning desire to maintain high productivity because of the severed competition in the economics.

More so, an attempt has been made in this research work to present guideline for the organization of salary in Imo state in general and Owerri municipal in particular. From the basis of workers when not adequately motivated leads to low morals, low productivity and less performance.

Hard work is simply considered to be the amount of effort positively applied by workers towards attaining the desired goals of any organization. Workers of Owerri municipal are looked upon to work hard at all times, but hard work does not always come on its own. This call for government to do something to motivate the workers to work hard.

Effective irregular payment of workers salaries has significant effects on the enhancement of workers productivity, individual should not be considered rather the job itself.

Finally, Owerri municipal require setting motivational strategies, techniques and means capable of taking care of situational and individual difference on the job.

5.4 Recommendation

Based on the exposition, findings of this research work, couple with problems identified and in line with the objectives of the study, we hereby present the following recommendation that would necessary enhance the civil servants productivity and performance especially Imo state workers.

  1. Government should strive hard to encourage the state workers by improving factors currently in use in motivating them and also make sure that wages are administered in order cover strike and low performances.
  2. Job security which is one of the motivational factors should be provided to workers as this will lead to effective performance and boom to the state.
  3. Workers performance should be appraised from time to time and they should be informed periodically of the extent to know if they are measuring up to standard.
  4. Most employees satisfaction and dissatisfaction and work performance is based on their pay. Therefore workers should be given a reasonable pay.
  5. Financial reward should not be the only incentive used to motivate workers.
  6. The cost of living prevailing in the state where the civil servants are, should be put into consideration in compensation of Imo state workers.
