Impact Of Availability Of Resource Personnel On Teaching – Learning Of Islamic Studies In Senior Secondary School In Lagos State
Abstract
This study was carried out on the examination ofthe impact of availability of resource personnel on teaching – learning of Islamic studies in senior secondary school in Lagos State.The study is was specifically carried out to investigate if there is an adequate availability of qualified Islamic teachers in senior secondary school, ascertain the factors influencing the availability of qualified Islamic teachers in senior secondary school, find out if the availability of qualified Islamic teachers enhances the teaching effectiveness of Islamic studies in secondary schools and find out if the availability of qualified Islamic teachers improves students learning of Islamic studies in secondary schools. The survey design was adopted and the simple random sampling techniques were employed in this study. The population size comprise of Islamic studies students of some selected senior secondary school in Ajah, Lagos State. In determining the sample size, the researcher purposefully selected 113 respondents and 85 were validated. Self-constructed and validated questionnaire was used for data collection. The collected and validated questionnaires were analyzed using frequency tables, and mean scores. The result of the findings reveals that there is no adequate availability of qualified Islamic teachers in senior secondary school. Furthermore, the study revealed that the factors influencing the availability of qualified Islamic teachers in senior secondary school includes: poor working condition, poor remuneration, corruption in employment process and poor funding of educational system. Therefore, it is recommended that the conditions of service of teachers should be reviewed by the State government and made more attractive in order to qualified teachers stay on the job. Government should also endeavour to increase the supply of qualified teachers into the schools in order to match the demand for them. To mention but a few.

Chapter One
Introduction
1.1 Background of the Study
Teachers’ qualification is one of the academic and professional prerequisites needed to enable a person become a teacher in primary or secondary school. Such qualification include but are not limited to the Postgraduate Diploma in Education (PGDE), the Bachelor of Education (B.Ed) and the Nigeria Certificate in Education (NCE). It is a clear-cut belief that the availability of professionally qualified teachers, who are academically and professionally competent who are able to motivate learners with the fact of using relevant teaching facilities will aid positive reaction of learners of Islamic subjects. It will also facilitate effective teaching and learning of Islamic subjects.
Ebietomiye (2009) notes that the success of any human endeavour especially in the field of teaching is closely related to the quality of personnel who perform the tasks in the organization. Therefore the need to recruit and utilize professionally qualified teachers in enhancing good performance in Secondary School education is imperative. Effective teaching is enhanced by well-trained and qualified teachers. The word “teacher” crudely connotes undifferentiated meaning to the extent that any individual that transmits ideas of whatever nature that cause a change or influence the behavioural pattern of the recipient is called a “teacher”. In a strict professional sense, Orstein (2005) sees a teacher as someone that must be professionally trained in a teachers’ training institution or faculty of education in the university, at the end of which he/she is certified to teach and is actually engaged in teaching. Ebietomiye (2009) corroborates this fact on who a professional teacher is. The implication is that, for a qualitative learning and improved academic performance to be ascertained, a qualitative teacher is imperative.
Orstein (2005) notes that to be a teacher, one must be vested with the objective and skill of teaching acquired through teachers’ institutions and through years of onthe-job experience. It is therefore imperative that for any success to be recorded in the performance of students in Islamic studies, the issue of teachers’ professionalism and qualification must not be handled with levity.
However, the Nigeria education has suffered a setback because of the wrong government policy, and depleted standard of education and output of the educational system. Consequent upon this is the lack of recognition, motivation regarding salary and other incentive which has negative affected the interest of people to aspire to be a teacher; while the qualified teacher ones has no interest to teach again (Durosaro,2006; Ibidapo-Obe,2007; Adeoti, 2012; Akindutire and Ekundayo, 2012). The resultant effect of this is a lack of commitment and ineffectiveness of the teachers, which in correspondence affect the quality of teaching and learning in secondary schools (Akindutire and Ekundayo, 2012). In the light of the above this study seek to examine the impact of availability of resource personnel on teaching – learning of islamic studies in senior secondary school In Lagos State.
1.2 Statement of the Problem
It has been observed that the effect of non-availability of qualified teachers in the teaching of Islamic Studies in secondary schools has been of negative impact to the teaching and learning process. In most government owned secondary schools, teachers who are recruited to teach Islamic Studies are not trained to teach subjects, thereby not giving the students the required training and knowledge of the subject.
The achievement of effective and efficient teaching and learning in schools has been one of the perennial problems in education. However, the problems facing the quality and adequacy of the availability of manpower for the effective teaching of Islamic Studies has generated a lot of concern among scholars(Alaba, 2008); and Adeyemi & Aviomoh, 2003). In Nigeria, the shortage of qualified teachers has been reported (Adeyemi and Aviomoh, 2003).
These shortages have been attributed to the low salaries and social prestige given to teachers (Aghenta, 2001). This problem is believed to have effect on the teaching and learning processes. In view of the above, this study seek to examine the impact of availability of resource personnel on teaching – learning of Islamic studies in senior secondary school in Lagos State.
1.3 Objectives of the Study
The major of this study is to critically examine the impact of availability of resource personnel on teaching – learning of Islamic studies in senior secondary school in Lagos State. By extension, this study will specifically;
- Investigate if there is an adequate availability of qualified Islamic teachers in senior secondary school.
- Ascertain the factors influencing the availability of qualified Islamic teachers in senior secondary school.
- Find out if the availability of qualified Islamic teachers enhances the teaching effectiveness of Islamic studies in secondary schools.
- Find out if the availability of qualified Islamic teachers improves students learning of Islamic studies in secondary schools.
1.4 Research Question
The study will be guided by the following questions;
- Is there an adequate availability of qualified Islamic teachers in senior secondary school?
- What are the factors influencing the availability of qualified Islamic teachers in senior secondary school?
- Does the availability of qualified Islamic teachers enhances the teaching effectiveness of Islamic studies in secondary schools?
- Does the availability of qualified Islamic teachers improves students learning of Islamic studies in secondary schools?
1.5 Research Hypothesis
- Ho: The availability of qualified teachers has no significant impact in the teaching and learning of Islamic studies in senior secondary school.
- Ha: The availability of qualified teachers has a significant impact in the teaching and learning of Islamic studies in senior secondary school.
1.6 Significance of the Study
The study gives various insights into the challenges of availability of qualified teacher in the effective teaching and learning of Islamic Studies in secondary schools in Nigeria. These highlighted challenges will enable stakeholders in the education sector to take adequate measures in tackling these challenges, and make learning of Islamic studies a lot easier for both teachers and students in secondary school levels.
1.7 Scope of the Study
This study is to critically examine the impact of availability of resource personnel on teaching – learning of Islamic studies in senior secondary school in Lagos State. The study will also unveil the factors which affects the availability of qualified teachers in secondary schools.
Geographically, the study will be delimited to some selected senior secondary school in Ajah, Lagos State.
1.8. Limitation of the Study
Like in every human endeavour, the researcher encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection, which is why the researcher resorted to a limited choice of sample size. More so, the researcher simultaneously engaged in this study with other academic work. As a result, the amount of time spent on research will be reduced.
1.9 Definition of Terms
Islamic Studies
Islamic Studies is a discipline that moulds and reshapes the students’ behaviourial patterns in a manner that their lifestyles, reactions and approaches to all challenges of lives are positively discovered.
Qualified Teachers
Qualified Teachers means teachers with the proper, necessary or required qualification to handle teaching activities and other school responsibilities effectively.
1.10 Organization of the Study
The study is categorized into five chapters. The first chapter presents the background of the study, statement of the problem, objective of the study, research questions and hypothesis, the significance of the study, scope/limitations of the study, and definition of terms. The chapter two covers the review of literature with emphasis on conceptual framework, theoretical framework, and empirical review. Likewise, the chapter three which is the research methodology, specifically covers the research design, population of the study, sample size determination, sample size, and selection technique and procedure, research instrument and administration, method of data collection, method of data analysis, validity and reliability of the study, and ethical consideration. The second to last chapter being the chapter four presents the data presentation and analysis, while the last chapter(chapter five) contains the summary, conclusion and recommendation.

5.1 Introduction
This chapter summarizes the findings on the impact of availability of resource personnel on teaching – learning of Islamic studies in senior secondary school in Lagos State. The chapter consists of summary of the study, conclusions, and recommendations.
5.2 Summary
In this study, our focus was to examine the impact of availability of resource personnel on teaching – learning of Islamic studies in senior secondary school in Lagos State. The study is was specifically carried out to investigate if there is an adequate availability of qualified Islamic teachers in senior secondary school, ascertain the factors influencing the availability of qualified Islamic teachers in senior secondary school, find out if the availability of qualified Islamic teachers enhances the teaching effectiveness of Islamic studies in secondary schools and find out if the availability of qualified Islamic teachers improves students learning of Islamic studies in secondary schools.
The study adopted the survey research design and randomly enrolled participants in the study. A total of 85 responses were validated from the enrolled participants where all respondent were Islamic studies students of some selected senior secondary school in Ajah, Lagos State.
5.3 Conclusion
Based on the findings of this study, the researcher concluded that;
- There is no adequate availability of qualified Islamic teachers in senior secondary school.
- The factors influencing the availability of qualified Islamic teachers in senior secondary school includes: poor working condition, poor remuneration, corruption in employment process and poor funding of educational system.
- The availability of qualified Islamic teachers enhances the teaching effectiveness of Islamic studies in secondary schools.
- The availability of qualified Islamic teachers improves students learning of Islamic studies in secondary schools.
5.4 Recommendation
With respect to the findings and the aim of this study, the researchers therefore recommend that;
- The conditions of service of teachers should be reviewed by the State government and made more attractive in order to qualified teachers stay on the job. Government should also endeavour to increase the supply of qualified teachers into the schools in order to match the demand for them.
- The government should always enforce professionalism in teaching at Secondary School level.
- Teachers conditions of service should be improved in terms of regular salary, promotion and in-service training.
