Introduction
Political instability on the performance of public enterprises can be said to be a frequent change in the style of leadership of the nation as a whole and that of the board of directions.
On the side of the nation, government of Nigeria was divided into three tiers, the federal government, state government and the local government. In foreign policy and relations Nigerian is non- aligned but it is party due to colonial story transparent prowest.
Political instability affects both private and public sector economy in various ways. But the scope of this research is united to the public sector public service in Nigeria as pass through a chequered history during the past thirty – fours. Was a period of traumatic experience in which the public service was bruised and battered leaving. It dozed and fused.
Consequently therefore, politics has one of the ecological factors administrations and has its own effect on the evaluation of the Nigerian public service. The regime types have contributed immensely in shaping the public service in Nigeria.
During Gowon’s administration the golden era of public servants, it was generally believed that civil servants wielded too much power and this had adverse effect on productivity.
Muritala / Obasanjo era purged public service in determinate. This created a set back for an effective and dynamic public service.
The 1979 to 1983 era was moved from frustration intoxication with power and administration of country with reckless abandoned by Shagari and his team.
There was no genuine attempts made by enhancing productivity. Corruption (Settlement syndrome) and administration over-politicization of the civil service unamiable level of embezzlement of public funds characterized almost all the regimes.
These regimes have de- emphasized enhance productivity so far through their approach to governance. Finally the process of appointment, promotion, recruitments disciplines, the leadership the reward for merit and over haul execution of government politics have seriously suffered set back.
1.2 Statement of Problem
Nigeria as a country has been characterized with the act of formulating series or countless numbers of policies without any good implementation. This very act has to a large extent caused the nation a lot of losses some of which are mentioned below.
- Despite numerous numbers of research institutes meant for agriculture, the people and the country can still not get enough food stuff at affordable prices.
- Despite concern for industrialization on the part of the government, our secondary sector of economy still suffers a lot of setbacks.
- Nigeria is endowed with a lot of natural resources e.g cocoa rubber, timber and most especially crude oil despite all these majority of the citizens are still suffering from the inflationary state of the economy.
- Nigeria Government is also expanding seriously on infrastructures, still there is no tap water, no stable electricity, lack of good roads and many of such infrastructural facilities.
1.3 Purpose / Objective of the Study
The aims and objectives of this study is to find how changes in government affect the operations of public sector in Nigeria under the following headings.
- How change in government affects policy making in EMS SPEED as an organization.
- How change in government affects all business enterprises
- How change from one government to another affect policy making in public sector.
- How does it affects EMS operation
- How does it affects sales revenue and profit of EMS
1.4 Significance of the Study
This research work embarked upon, is very important in the sense that it reveals the opportunity of knowing the effects of political instability on public enterprises in Nigeria.
1.5 Research Hypothesis
In drawing up the research design, appropriate steps must be taken to obtain a reliable and accurate data from respondents.
In facilitating this, good arrangement procedure of data was employed for effective analysis of data.
Questionnaire were prepared and administer to the employees of study.
1.6 Scope and Limitation of the Study
The aim of the study is to look at the effect of the political instability in Nigerian Postal Services LTD (NIPOST) as a case study.
The research encountered a lot of difficulties in getting useful information from Nigeria postal services LTD (NIPOST) for the fact that some vital data needed in the course of this project work are termed to be scare of confidential.
Secondly, this project is limited to time factor. The researcher has to shuttle up and down in collecting materials while at the same time trying not to miss lecturers and in order to meet up with submission date.
1.7 Organisation of the Study
The work consist of five chapters, one contain the introduction part of the Essay.
Chapter two part of the literature review, the concept of political instability, causes of political instability effects of political instability on the performances of public enterprises in Nigeria and suggestions for engendering political stability in Nigeria.
Chapter three contain the Historical Background of Nigerian Postal Services LTD (NIPOST) and the structure of (NIPOST).
Chapter four contains the presentation and data analysis and discussion of analysis.
Chapter five contains the summary, conclusion and recommendation.
1.8 Definition of Term
The following terminologies will feature regularly in this paper and these terminologies and explain in the context of the relevant definition. More detail explanation may however be given in the course of the text when it become necessary.
Organization:
Organization can be define as process whereby two or more people come together to exercise or perform managerial function e.g planning, organizing staffing, controlling co-ordinating, motivating and budgeting e.t.c to achieve a set of goals.
Political Instability:
Political instability can be said to be a frequently change in the styles of leadership of the inflation as a whole and that of board directions.
Business Environment:
This is generally regarded as the human actively concerned with the production and distribution of goods and services in the economy.
Technology Environment:
It is a science which provide a knowledge. Technology refers to the sum total of knowledge we have of the ways to do things that is technical known how.

Summary, Conclusion and Recommendations
5.1 Summary of Findings
It was find out that there is no opportunity for advancement in the company and the salary of the workers was not paid regularly due to instability in government. Found also was that political instability discourage foreign investor and international trade.
Furthermore, it Found that company faced some problems on delivery and the changing of government leads to changing of higher rank office.
Also found that the company revenue usually decrease and company sales are affected when there is change of government.
Extraction from the open ended questions indicate that during political instability the company usually face some problems such as delay in the delivery of mails, acceptance of mail and dispatching of mails.
5.2 Conclusion
In conclusion it was observed during the research world that political instability has drastic affect on the public enterprises and nation. It hindered the public enterprises of its major aim of establishment analyzed by the data carried out on NIPOST (Nigerian Postal Service LTD). The objectives of this organization which includes provision of service to the masses at subsidize rate, employment creation, foreign exchange generation e.t.c could not achieve as a result of political instability in the country.
It also found that the economy of nations depends largely on stability of government.
5.3 Recommendations
In order to enhance future studies respondents should be enlightened and educated on the importance of their response to the questionnaire administered to them by researcher.
Future researchers should inculcate the idea of interview the respondents so that some other important information which may not be written down can be retrieved from the respondents. Furthermore, respondents should imbibe the habit of filling and returning the questionnaires given to them to help researcher carryout their research work successfully.
More over, in order to improve on further studies it is recommended that more related text books should be reviewed and the study should be extended to various sectors of the economy.
Lastly, the sample sizes to be issue for further study should be large enough to get more ideas of majority of the employers of the company to be used.
