Effects Of Informal Communication On Health Care Providers In Nigeria

Chapter One

Introduction

Background Of The Study

Varied organizations with different purposes are well aware of the critical role that communication plays in their daily operations, therefore they deploy media communication efficiency, each organizing its own in a way that is most suitable for them. In keeping with this knowledge, the Ministry of Health, Cross River State, which is a huge and complex formal organization, has developed both a portfolio in the office of the Commissioner of Health and an information department in the office of the Permanent Secretary to ensure regular and relevant information dissemination and feedback. Communication messages are sent via the ministry’s communication channels from the Commissioner of Health and the Permanent Secretary to all Health care providers and the general public. The information is recorded, disseminated, and posted on bulletin boards. The formal lines of communication remain available and are formally recognized as the ministry’s accepted networks for message delivery. The flow of messages in the ministry, however, does not always follow these formally specified lines and directions. Some information, such as reporting on events, occurrences, and issues, that have a direct impact on the ministry, is communicated through informal channels. This situation is neither new nor exclusive to the Ministry of Health in cross river state. The majority of modern organisations or organizations are in a similar situation. Rumours, grapevine, propaganda, and other forms of communication are examples of this type of communication. With the significant inroads that this style of information dissemination has made into the lives/activities of numerous sectors of modern society, one can wonder if informal communication can be a credible and acceptable mode of communication in a Ministry of Health; whether it can be considered as a viable alternative to official channels of communication or coexist with them. On the other hand, might it be that the risks associated with such methods of information transmission are too great to allow for the establishment of an effective and efficient health-care administration? The sensitive nature of providing public health services necessitates extreme caution. As a result, information supplied and received in a health facility should be straightforward, exact, and unambiguous. Contrary to expectations, the level of rumor grapevine, propaganda (and other forms of informal communication) among stakeholders in the Cross River State Ministry of Health is becoming a subject of significant concern for many.

In view of the prevalence of informal communication in organisation /cross river State Ministry of Health; the questions many ask therefore are: could credible arguments or medical decisions be based on messages that are transmitted informally within the environment of a Health institution like the cross river State ministry of Health; aware, that messages are sometimes transmitted through the informal means with little or no regard for their veracity, aware that people don’t often care to

ascertain the truth of a story before circulating same to other people thereby creating tension and causing stampede. Is it possible to expect a well-managed, result-oriented Ministry of Health in Cross River State while ignoring the consequences, side effects, or any other result of informal communication? , to what extent does informal communication play a role in the state’s effective and efficient health-care administration?
