Educational Infrastructure Availability And Functionality For Effective Administration Of Public Senior Secondary Schools In Rivers State
Abstract
This study was carried out to evaluate the impact of educational infrastructure availability and functionality for effective administration of public senior secondary schools in Rivers State. Specifically, the study determine whether there is an adequate availability of educational infrastructure in public secondary schools in Rivers State, determine whether the available educational infrastructures in public secondary schools in Rivers State are actively functional, determine whether the availability and functionality of educational infrastructures contributes to the effective administration of public secondary schools in Rivers State and find out the factors affecting the functionality of educational infrastructures in public secondary schools in Rivers State. The study employed the survey descriptive research design. A total of 141 responses were validated from the survey. From the responses obtained and analyzed, the findings revealed that there is an adequate availability of educational infrastructure in public secondary schools in Rivers State. The study also revealed that the available educational infrastructures in public secondary schools in Rivers State are actively functional. The study further revealed that the availability and functionality of educational infrastructures contributes to the effective administration of public secondary schools in Rivers State. Finally, the study revealed that the factors affecting the functionality of educational infrastructures in public secondary schools in Rivers State is inadequate installation, the available infrastructures are old fashioned, poor maintenance and Principals inability to utilize the available infrastructures effectively. The study thereby recommend that government, communities, Parents and notable organizations that operate in the state should work together in providing adequate education infrastructure in the state. Also, government should evolve a mechanism that will ensure regular maintenance of the existing facilities in the schools. Finally, school administrators on their part they should ensure good utilization of the facilities in their schools.

Introduction
1.1 Background of the Study
The importance of education as a tool for societal, political, scientific, and technological advancement is widely acknowledged around the globe. since of this, no society can afford to play about with the education of its population since doing so might result in the growth of the society moving at a snail’s pace. Education is often understood to be the sum of all the processes that contribute to the development of a child or young adult’s talents, attitudes, and other types of conduct that are beneficial to the society in which he lives. It is the deliberate preparation of young people for lives that will be beneficial not just to themselves but also to the society to which they belong. According to Ohiwerei (2005), education is the process of cultivating a person’s mind, heart, and hands so that he or she may achieve personal contentment and provide the greatest possible contribution to mankind. Therefore, the success of any educational institution is entirely dependent on the administration of that institution. administration is defined as the organisation and coordination of individuals and materials inside an institution in the most logical and effective way to accomplish the institution’s stated objectives. Management is the social interactional and economic process that involves a series of coordinated actions such as planning, organising, and the management of available people and material resources to accomplish desired results. This process aims to maximise the likelihood of achieving the goals of the organisation. An organization’s management is said to be successful if it is able to achieve the goals that it has set out for itself, and if this can be done via the meticulous and methodical arrangement and utilisation of resources in a manner that is both quicker and more effective. Nevertheless, the physical environment of the school is an extremely important factor in the teaching and learning process. According to Yusuph (2019), the infrastructure of schools enables students to study in an environment that is conducive to their comfort, which in turn boosts academic performance and increases the level of participation of both students and instructors in the process of teaching and learning. For this reason, investment in school infrastructure is crucial in the process of addressing difficulties of improving the academic performance of children. In Tanzania, the Tanzanian Institute of Education (2013) mandates that secondary schools must have enough infrastructure, as well as standard physical resources and amenities, and that they must be supplied to public schools by both the central and local governments. These include lecture halls, labs, libraries, information and communication technology centres, and dorms. In developed nations, there has been progress made towards establishing a decent school infrastructure, which leads to improved academic achievement among students. As a result, there are certain flaws in the infrastructure’s efficient management, availability, and usefulness. What has been described above is the situation at the vast majority of secondary schools located throughout the nation. In a few of the schools, the roofs have been blown off, the walls have decayed, and the furniture is both substandard and very lacking. A few of the school buildings were constructed around forty (40) years ago. On the other hand, the rate of deterioration of a school’s physical structure and infrastructure is determined by a number of factors. These factors include the quality of the original construction and materials as well as the quality of maintenance provided to enable efficient teaching and learning in public secondary schools. Therefore, the study seeks to examine the impact of educational infrastructure availability and functionality on effective administration of public secondary schools in Imo state.
1.2 Statement of the Problem
According to Akpomi and Amesi (2013), in order for the government to successfully support effective teaching and learning in secondary schools, it is required for the government to make significant investments in the establishment of the necessary infrastructure. As a direct result of this, secondary schools, notably in the state of Imo, are projected to have and make use of the newly acquired infrastructure. This infrastructure will comprise, among other things, libraries, scientific laboratories, school buildings, a beautiful ambiance, model offices, and office accommodations. Despite the fact that these infrastructure amenities are there, the research found that the availability and functioning of many secondary school infrastructure facilities are in a poor condition. As a result, this places a burden on the ability of public secondary schools to effectively administer their programmes. The majority of the time, books in libraries, school facilities, laboratory equipment, sports facilities, and other infrastructural facilities are disregarded. Additionally, these infrastructural assets are often destroyed and stolen by students and some management personnel (Akpomi & Amesi,2013). Hence the need to look into educational infrastructure availability and functionality for effective administration of public senior secondary schools in Rivers State.
1.3 Objective of the Study
The broad objective of the study is to examine educational infrastructure availability and functionality for effective administration of public senior secondary schools in Rivers State. The specific objectives is as follows:
- Determine whether there is an adequate availability of educational infrastructure in public secondary schools in Rivers state.
- Determine whether the available educational infrastructures in public secondary schools in Rivers State are actively functional.
- Determine whether the availability and functionality of educational infrastructures contributes to the effective administration of public secondary schools in Rivers State.
- Find out the factors affecting the functionality of educational infrastructures in public secondary schools in Rivers State.
1.4 Research Questions
The following questions have been prepared for the study:
- Is there an adequate availability of educational infrastructure in public secondary schools in Rivers state?
- Is the available educational infrastructures in public secondary schools in Rivers state actively functional.?
- Does the availability and functionality of educational infrastructures contributes to the effective administration of public secondary schools in Rivers state?
- What are the factors affecting the functionality of educational infrastructures in public secondary schools in Rivers state?
1.5 Hypothesis Research
- Ho: The availability and functionality of educational infrastructures does not contributes to the effective administration of public secondary schools in Rivers State
- Ha: The availability and functionality of educational infrastructures contributes to the effective administration of public secondary schools in Rivers State
1.6 Significance of the Study
This study could be useful to the Ministry of Education and Ministry of Finance in formulation policies and strategies to boast development of infrastructure in the 6 schools to increase students’ access to education and disbursement of infrastructure funds to public schools in Nigeria. The findings of this study may provide useful information for head teachers and Board of Governors (BOG) and Parents and Teachers Association (PTA) as stakeholders to know the infrastructures which affect student performance in school. The findings of this study will form a basis for further researchers who might be interested in advancing this study on the other regions of the country.
1.7 Scope of the Study
The study will determine whether there is an adequate availability of educational infrastructure in public secondary schools in Rivers state. The study will also determine whether the available educational infrastructures in public secondary schools in Rivers state are actively functional. The study will also determine whether the availability and functionality of educational infrastructures contributes to the effective administration of public secondary schools in Rivers state. Lastly, the study will Find out the factors affecting the functionality of educational infrastructures in public secondary schools in Rivers state. Hence, the study is delimited to Rivers State.
1.8 Limitations of the Study
This research project, like all human endeavors, had some challenges that threatened to derail the study’s completion. One of the reasons is that the time allotted for this work was so limited that the researcher did not have enough time to complete the task thoroughly. During data collection, the researcher also had to put forth extra effort to understand the respondents’ interview schedules, several of whom fell into the incomprehensible age group. Also, there were financial and transportation constraints to deal with. Insufficient funds tend to impede the efficiency of the researcher in sourcing the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, interview).
1.9 Definition of Terms
School
A school is an institution designed for the teaching of students under the direction of teachers.
Education Infrastructure
Education infrastructure broadly to include both human capital and physical infrastructure on the grounds that they both facilitate investment and growth, and are subject to market failure. It also includes policies created by governments as a framework for educational development both at national and local level.
1.10 Organizations of the Study
The study is categorized into five chapters. The first chapter presents the background of the study, statement of the problem, objective of the study, research questions and hypothesis, the significance of the study, scope/limitations of the study, and definition of terms. The chapter two covers the review of literature with emphasis on conceptual framework, theoretical framework, and empirical review. Likewise, the chapter three which is the research methodology, specifically covers the research design, population of the study, sample size determination, sample size, and selection technique and procedure, research instrument and administration, method of data collection, method of data analysis, validity and reliability of the study, and ethical consideration. The second to last chapter being the chapter four presents the data presentation and analysis, while the last chapter(chapter five) contains the summary, conclusion and recommendation.

5.1 Summary
In this study, our focus was on educational infrastructure availability and functionality for effective administration of public senior secondary schools in Rivers State. The study specifically was aimed at highlighting whether there is an adequate availability of educational infrastructure in public secondary schools in Rivers state, determine whether the available educational infrastructures in public secondary schools in Rivers state are actively functional, determine whether the availability and functionality of educational infrastructures contributes to the effective administration of public secondary schools in Rivers state and find out the factors affecting the functionality of educational infrastructures in public secondary schools in Rivers state.. A total of 141 responses were validated from the enrolled participants where all respondent are drawn from teachers and administrative staff of the selected secondary schools in Rivers state.
5.2 Conclusion
Based on the finding of this study, the following conclusions were made:
- There is an adequate availability of educational infrastructure in public secondary schools in Rivers state.
- The available educational infrastructures in public secondary schools in Rivers state are actively functional.
- The availability and functionality of educational infrastructures contributes to the effective administration of public secondary schools in Rivers state.
- The factors affecting the functionality of educational infrastructures in public secondary schools in Rivers state is inadequate installation, the available infrastructures are old fashioned, poor maintenance and Principals inability to utilize the available infrastructures effectively.
5.3 Recommendation
Based on the responses obtained, the researcher proffers the following
- Government, communities, Parents and notable organizations that operate in the state should work together in providing adequate education infrastructure in the state.
- Government should evolve a mechanism that will ensure regular maintenance of the existing facilities in the schools
- School administrators on their part they should ensure good utilization of the facilities in their schools.
