Abstract


Delays can be defined as the late completion of works as compared to do planned schedule on the contract. This work review has provided a review of causes of delays in building project delivery and ways of minimizing the occurrence of such. The aim of this project was to examine critically the cause of delays on building project delivery in Owerri, Imo state. An assessment on causes of delays on building projects as well as effect and strategies that can be adopted to minimize delay or eradicate project delays. This study identifies the various types of project delays as “Excusable, inexcusable and compensable delays” with a major resultant on claims and project abandonment as the after effect among many others. This study revealed that time and cost overruns were the frequent effect of delays. It also shows that all the parties to the contract have a’ way of contributing their own quota to project delays and that delay can also be a result of circumstances outside the – control of the parties involved in the contract. The work concludes by making relevant recommendations on how best to minimize or reduce to the barest minimum the occurrence of project delays and their impact on the duration of construction projects. Adequate cost planning and cash flow analysis should be done by the client or client representative and contractor, so that both parties will discharge their obligations in a timely manner as the work progress.

1.0 Introduction

1.1 Background of the Study

In the construction/building industry, the term delay is used to describe the time overrun of the project beyond the officially agreed time due to causes by the parties in the contract, who are the employer, contractor and the consultant. It is believed that one of the prevailing problems of building construction industry in Nigeria is the impact of delay in building project delivery. It is very important for both public and private projects to be complete on time and within predetermined time, budgets and quality is the basic purpose of building project control. Delay in building project delivery project has been extended beyond what was originally planned due to unanticipated circumstances.

Projects success is basically to gain project objectives that are classically defined by the need to complete a building project quality. Hence any disruption to the project objectives. Delay in building project delivery can give rise to disruption of work and loss of productivity, late completion of disruption of work and loss of productivity, late completion of project increase time related costs, third party claims, abandonment or determination of contract. Delays are costly and often result in dispute and claims. Furthermore, delays effects the feasibility for project s owner and retard the development in building project delivery. One must determine whether the delay is critical.

Additionally, all delays are either excusable or non-excusable. Both excusable and non-excusable can be defined as either concurrent or non-current delays. Delay can be further broken down into compensable delays. Unfortunately many building project cannot be delivered within specified time and budget. Many project shows massive cost and time overruns, in some cases client has to increase project time and cost. In an attempt to solve these problems, there are various strategies applied which will be discussed at the course of the presentation. Delays are perhaps the most common form of building construction claims or even disputes. The problems is that, the parties involved in the process could hardly identify the reason and responsibility of each one in the specific task delay in building project delivery and claims resulted from works which are not carried-out precisely as the contract required.

Accordingly avoiding delay in building project delivery in a crucial concerned not only with good practice during the planning and execution of the works but also with the proper operations of the contract machinery. This project to identify the impact of delays on building project delivery in Owerri, Imo State and Nigeria construction industry at large. Appropriate strategies to control delays and development a guide him of information management for prevention and control are also covered in this work.


1.2 Statement of the Problem

Project delays have been one of the most prevailing problems in construction projects in Owerri, Imo State, Nigeria. This delay has its impact on building project delivery which findings shows that cost overrun and project abandonment is the effect experience by delay on building project delivery in Owerri, Imo State. Improper making design errors and cash flow problems were the major causes of delays on most building project delivery. The increase in delays of building project delivery is building the economy because it result to wastage of resources, enhanced cost of project and frustration. Unfortunately, delays in large constriction project particularly buildings, will continue to plague the construction industry in the foreseeable future unless strategic measures are taken by the industry, this is attributed to the fact that there is still lack of information for the effective mitigation of delays. This study therefore seeks to contribute to these attempt by others in identifying further the causes of delay in large construction project in Nigeria and then come up with strategies to mitigate such delays.


1.3 Aim and Objectives of the Study

The aim of this study work is to examine critically the causes of delays on building project delivery in Owerri, Imo State, this research work would make attempt to present suggestive solutions to the causes of delay faced by building project delivery and building construction industries so as to ensure effective execution of future project without these problems and also meet the pre-determined contractual data of completion.

The objectives of the study is as follows:

  1. To determine the effects of delay in building project delivery.
  2. To determine the cause of delay in building project delivery.
  3. To ascertain the current practice in minimizing delay in building project.
  4. To map out strategies towards minimizing delay on building projects.

1.4 Research Questions

The study sought to answer the following research questions.

  3. What are the current practices in minimizing delay in building project?
  4. What are the strategies towards minimizing delay on building project?

1.5 Scope and Delimitation of The Study

The research work is carried out in the Owerri municipal council of Imo State. Considering the available time and resources for this study, the researcher intends to tackle this work in the following sub-headings:

  1. To identify the effects of delays in building project.
  2. To determine the causes of delays in building project.
  3. To ascertain the current practice in minimizing delay in building project.
  4. To map out strategies towards minimizing delay in building project.

1.6 Significance of the Study

It has been observed that most contracts in Owerri, Imo State has its inability to keep to the targeted contracted period of time and it all turns out in the increment of stipulated period and associated excessive cost maximization thereby causing unwanted and unnecessary delay. The significance of this research work, this is significant in that it has given the researcher challenges and opportunity to conduct an in-depth study on the subject. This act could be sourced from either of the party involved” in the contracts, which could turn to be due to the negligence of fulfilling the obligations awards to either of them, furthermore, the impact of the causes of delays of these building project delivery have to be known and solutions identify in other to minimize it, if possible rectify the faults.


1.7 Definition of Terms

The terms used are defined as follows:

Acceleration:

This is a process of increasing the pace of the contractors work by adding extra labour to compensate for a delay, to accommodate additional work or to finish the project earlier than originally scheduled.

Claims:

These are generally described as request by contract or for recompense for losses and expenses that he has suffered or attempt by contractors to avoid the requirement to pay liquidated and ascertained damages or rights that are established with action through the court of law due to either breach of contract work, reputation other related matters.

Client:

This is the project owner, he who bears the financial burdens of the projects. He inputs all other parties to the project and the outcome of the project belongs to him as the end product must be to his satisfaction.

Consultant:

These are the group of specialist consulted to provide professional services in most building / construction projects, the following are part of the numerous consultants: Architects, Quantity surveyors, structural and service engineers, estate surveyors, builders etc.

Contractor / Builder:

This is the successful bidder. He is responsible for the proper execution of the work in accordance with the contractual demand and agreements.

Critical Path:

This is a sense of work processed activities that cannot be compressed between now and the end of the project.

Damages:

These are financial compensation recoverable by the inquiry party of the contracts.

Delay:

This is suspension or hindrance of the progress of work, it also means the time during which some part of the construction projects has been extended beyond what was originally planned due to an unanticipated circumstances.

Causes:

It is a change produced by an action or effect a result of an outcome either positively or negatively.

Project:

This is a temporary endeavour undertaken to create a unique product or service. It has peculiar characteristic which include high risk, limited time frame, instability and flexibility, pro-effectiveness, goal directed and uniqueness.
