Chapter One


1.0. Introduction

This project work attempts to look at the critical review on the impact and effectiveness of (MAMSER) towards cooperative development. For the purpose of this work, emphasis is placed on the said programme term MAMSER in Nigeria.

MAMSER is an acronym for Mass Mobilization for Self Reliance, Social Justice, and Economic Recovery. It was an exercise in political orientation in Nigeria undertaken by former president Ibrahim Gbadamosi Babangida as one of the recommendations of the political bureau headed by Samuel Cookey. The bureau task was to consult with thousands of Nigerians and recommend to the Armed forces ruling council, a respectable and methodical transition programme.The ruling council also wanted a national orientation to enunciate the abstract ideas in its economic policy and promote value orientation towards mobilizing the populace for the purpose of forming cooperative society. MAMSER was inaugurated on July 25th, 1987.

Asaolu (2004:54-56), quoted the mass mobilization for social and economic recovery (MAMSER) in its studies of 1988 as identifying the problems facing cooperative movement in Nigeria to be generally due to political and socio-economic factors. The major of these problems are highlighted below;

  1. Lack of adequate working capital
  2. Bad leadership and succession problems characterized by mismanagement.
  3. Lack of modern business techniques and liability to complete.
  4. Bad record keeping and shortage of supervisory staff.
  5. Inadequate capital base to cope with the needs of SMEs.
  6. proliferation of weak cooperative society which result from lack of coordination of activities.
  7. Outdated cooperative laws.
  8. Government interference and manipulation of cooperative programme in government policies.
  9. Corrupt and embezzlement of cooperative funds by the leaders and paid workers.

Onuoha (1986), identified the leadership problem as a major setback to the performance of cooperative societies saying that group action is more difficult to coordinate than individual action. So he lays emphasis on mass mobilization of the people. At the inception of the modern cooperative in the country, government intended to foster and nurture cooperative to grow and become self-reliant as government gradually withdraw.

However, seven decades of modern cooperative in Nigeria, government still remains in fourth control of cooperatives. The implication is perpetual dependence on government resulting into erosion of self-help and self-responsibilities nature of cooperative.

Akinwunmi (2006), Therefore suggested the need for total re-engineering of cooperative societies through mass mobilization for self-reliance, social justice and economic recovery (MAMSER).

MAMSER has tremendously impacted effectively towards the growth and development of cooperative societies in this great country Nigeria. MAMSER’s impactation can be streamline in the area of mobilizing the youth for empowerment and cooperative education. MAMSER campaign was launched by commander Amadi Ikweche, the then Governor of Imo State , which he further inaugurate. This project MAMSER-A critical review of the impact and effectiveness is a study to look into the method by which imo state government is marketing MAMSER ideas as to reveal its impact and effectiveness towards cooperative development in Imo State ( A case study of Orlu Farmers Cooperative Societies).


1.1 Background Of The Study.

The critical review on the impact and effectiveness of Mass mobilization for economic recovery, self-reliance and social justice (MAMSER) towards cooperative development in Orlu arose from the facts that with better work force of the government, cooperative will grow to a better height. Ike Audu (1993:24) pointed that cooperative societies is one of the most efficient non-profit making organization in Nigeria. Such a work force will require a management with an appropriate leadership style with which to increase efficiency.

Asaolu (1999), quoted the effective performance by workers in cooperative societies is vital to the success of any organization, such performance is not merely dependent on the knowledge and skills of the workers but also on the management of the leadership style.

Wright (2004), opted that effects on the impact of MAMSER towards cooperative development aimed at refocusing and redirecting its value system, which resulted in the conception and launching of a number of policies, agencies and programmes. These includes mass mobilization for economic recovery, self-reliance and social justice (MAMSER, 1987), War Against Indiscipline (WAI,1984), National Orientaion Agency (NOA,1993), Ethical Revolution (ER,1983).

MAMSER has been tested almost two years from that date it was launched, the directorate had used different strategies mapped out to reach the people with connected efforts that a new orientation in behaviour, patriotism and support for the programme for a better, orderly and economic recovery output to be impacted into the people. Onuoha (1986), Opted that this research will evaluate the acceptance of MAMSER as a product and desired satisfaction, results from embracing this new idea.


1.2 Statement Of Problem.

The problem is to accomplish its objectives of awakening, mobilizing and energies the patriotic comment. It brings about the researcher identifying the following problems;

  1. The problem of stimulating self-reliance in technology, commerce and industry.
  2. The problem of communication to attain trained interest to participate in rallies and discussion.
  3. The problem of mobilizing the people to participate in the political transition in the 3rd republic.
  4. The problem of mobilizing the people for youth empowerment.

1.3 Objective Of The Study.

The major objective of this study is to determine the impact of MAMSER towards cooperative development. The researcher would specifically ;

  1. To determine the functions of cooperative societies towards economic development.
  2. To find out MAMSER objectives towards this functions.
  3. To determine the various source of finance opened to cooperative societies in Orlu.
  4. To determine the various problems confronting cooperative societies in Orlu.
  5. To determine how it has been impacted effectively.

1.4 Research Questions.

In the course of this study, the following research question are postulated and will subject to analysis.

  1. What are the contributions of MAMSER towards cooperative economic development?
  2. What are the functions of cooperative societies towards economic development?
  3. What were the MAMSER objectives towards this functions?
  4. What are the various sources of finance for the cooperative societies in Orlu?
  5. What are the various problems confronting cooperative societies in Orlu?
  6. How has it been effectively impacted?

1.5 Significance Of The Study.

The study is significant in much respect. The findings of this study will help cooperative societies to be independent and self-reliance with the aid of MAMSER. The findings of the study also reveals the extents of empowerment on the masses or people for cooperative societies in terms of felt-need, self help, cooperative education, moral and ethical value.


1.6 Scope Of The Study.

This project is limited to the study of critical review on the impact of effectiveness of MAMSER in Orlu, Imo State, and the country as a whole. Its effort is to immensely show how MAMSER has impacted effectively on the mass mobilization and self-reliance in Orlu. Thus, generating a greater degree of government support.


1.7 Limitation Of The Study.

This study would have been researched deeper than this, but due to certain factors which inherent on the researcher.These factors includes the following :

Time Constraint:

Due to insufficient time in the collection of data and related literature books for study, contribution to the limiting factors have been involved.

Finance:

Due to harsh economic conditions or economic crunch, enough finance was not readily available to do all that was required.

Inadequate Information:

Getting the needed information was not easy. This is probably because of the stingy manner cooperative directors handled information.


1.8 Definition Of Terms.

Development:

This is a process of improving on an existing structure, phenomenon or mental state. It is a strategy designed to improve the socio-economic of an organization.

Cooperative Societies:

According to (LIFFE MAN 1923) defined cooperative as an association of persons usually of limited means who have voluntarily come together to achieve common objective through formation of democratically controlled business and making equitable contribution to capital.

Mamser:

An acronym for Mass Mobilization for Self-Reliance, Social Justice, and Economic recovery. A programme set up to mobilize people for a specific purpose.

Self-Reliance:

This is a situation or state to be able to do or decide without depending on the help of other people.

Impact:

To have an important or noticeable effect on someone/people. It is also an effect or influence that an event, situation etc. has on someone or something.

Leadership:

This is the process of influencing others towards the accomplishment of goals. It is also a process in which an individual takes initiatives to assist or mobilize a group to move towards a set goal.

5.0. Summary, Recommendation And Conclusion

5.1 Introduction

This chapter is concerned with the determination of the summary of findings for the purpose of training and development of her employee.

Other related sources of summary findings are also discussed.


5.2 Summary Of Findings

Since the inauguration of MAMSER, some years ago, the Federal government and state government have invested much in terms of human resources, material resources and financial resources with hope for a new orderliness, social justice, self-reliance and patriotism.

The question coming to mind has been, What contribution has these invested resources yield to ease the suffering masses, the frustrated workers, the peasant farmers, the unemployed youths? This project studied on the impact and effectiveness of MAMSER, how will the masses has responded to this noble objectives. This notes the objectives of the researcher.

Nobody can be mobilized when intimidation from criticism on government policy is the order of the day, when people cannot be guaranteed, when expectations of the masses can no longer be fulfilled, of what necessary to MAMSER is then.

There is a chance of survival at MAMSER but concerned efforts have to be put in place from the government, the MAMSER directorate. This will help to understand the operational significance of a genuine commitment to National Self-reliance.


5.3 Conclusion

I concluded that the masses show interest on the government policies depending on what the government on itself is doing for the people, the method of implementing the policies to be benefited by the masses and it reflects the socio economic and cultural environment of the life style of the government agent and leaders themselves.

There cannot be social justice without economic justice that is fertile to seek, to mobilize the masses and worker merely to help manage the arise of capitalism, the policies of privatization and the structure of programmes are all measures which would be inevitably undermine the drive for self reliance and enhance a healthy and equitable recovery of the economy.


5.4 Recommendation

So far the presentation, analysis and findings on this project has revealed most weakness of MAMSER in the community the researcher believe that most of the problems could be eliminated or controlled by sound and swift response to the problems by government and MAMSER. Based on the foregoing, the following recommendation are made into two categories MAMSER and Government.

Mamser

  1. There should be proper definition of MAMSER objectives and goals as it appears presently to be an appendage of their ministries and functions.
  2. It should be concern with dissemination of government policies and information.
  3. Local communication should be adopted in the drive for social mobilization e.g. using the town crier, talking drum e.t.c. to reflect the life of the larger population (rural dwellers).
  4. In order to have a fair command of the people, MAMSER should appoint local chiefs, village heads, youths ,age grades, women society leaders as members of the MAMSER committee.
Government
  1. Government should view the economic policies, a total stoppage on those policies that are affecting the life standard of people, should be pursue e.g. SAP, Unemployment.
  2. The government should be seen as a being concerned on the welfare of the people through providing basic infrastructure of the rural areas e.g. electricity, water, good road e.t.c.
  3. Government should have freedom of association and expression in its dealings.
  4. They should lift bans on association because of criticizing government policies and allowing freedom of expression unrestricted.
