Assessment Of The Nigerian Police Force Effectiveness On Crime Reduction And Prevention In Tertiary Institutions In Nigeria
Abstract
This study titled “Assessment of the Nigerian Police Force effectiveness on crime reduction and prevention in tertiary institutions in Nigeria”. The study aimed to identify the various forms of crime prevalent in Nigerian tertiary institutions, examine the strategies employed by the Nigerian Police Force in combating crime within tertiary institutions, assess the role of the Nigerian Police Force in reducing crime within tertiary institutions in Nigeria, evaluate the responsiveness of the Nigerian Police Force to crime incidents in tertiary institutions, and to proffer strategic measures for improving the Nigerian Police Force’s effectiveness in crime reduction and prevention in tertiary institutions. The study adopted a descriptive research design which allowed for an in-depth understanding of the phenomenon. The study population comprised 1,145 personnel of Nigerian Police Force at Gwarimpa, Abuja Municipal Area Council (AMAC), Nigeria. Using Taro Yamane formula, the sample size of 296 respondents was found. A stratified and convenience multi-stage sampling method was used to choose participants from different police units. Data were collected by using a structured questionnaire to understand respondents’ perceptions on the forms of crime, the strategies, the roles, the sensitivity and the opportunities for improvement of the police. Descriptive statistics (mean and standard deviation) were used to describe the data while inferential statistics (logistic regression and ANOVA) were used to test the study hypotheses at a 0.05 level of significance. The findings showed that theft (mean=3.4), examination malpractice (mean=3.7), assault (mean=3.2), drug abuse (mean=3.5), cybercrime (mean=3.1) and sexual harassment (mean=3.0) are common crimes in tertiary institutions. Surveillance and monitoring (such as routine patrols, mean=3.5; awareness programmes, mean=3.3; co-operation with institution security units, mean=3.6; rapid response, mean=3.4; security devices, mean=3.0; and intelligence, mean=3.3) were identified as good practices. Findings were that the Police were responsive to a crime occurrence and that strategic interventions such as training, provision of resources, collaboration, community policing, evaluation and use of technology were embraced as notable. Based on these findings, the study recommended that the Nigerian Police Force should develop the training, adequate resources, collaboration between them and tertiary institutions and monitoring and technology-based policing to achieve effectiveness in crime reduction and prevention.

Chapter One
Introduction
1.1 Background of the Study
Crime and social order are major issues in any society globally and affect the formation of governing systems and law enforcement systems. Societies being dynamic entities need to maintain social control in order to have the citizens freely undertake economic, educational and cultural activities without threats of threat and interference. The process of social control is often institutionalized and the policing is one of the main tools of maintaining order (Arisukwu et al., 2020). The development of law enforcement is directly linked to the demands of the society as far as security and justice are concerned and they are both cultural and institutional. In this regard, the knowledge of the larger system, in which policing is used, provides the insights of its functional and preventive functions in the social structures (Wisdom et al., 2020).
Crime as any action or failure to act that goes against the set legal standards and is subject to legal penalties is a multidimensional problem to cohesiveness in society (Afolabi et al., 2021). It involves petty crimes to violent crimes, and each presents distinct danger to the social stability. As the main organizer charged with the responsibility of enforcement of criminal laws, the Nigerian Police Force (NPF) is important in the process of detecting, preventing and managing crime. Its performance depends on the presence of resources and staff as well as the strategic operation structures, community members, and institutional responsibilities (Ejalonibu et al., 2021). The measurement of crime reduction must be understood with the nature of criminal behaviour and the strategies used by the law-enforcement agencies to reduce the occurrence of criminal behaviour (Victor, 2021).
Educational policing is a particular aspect of policing, as the population and the specificities of the structure of tertiary institutions make this area a unique demographic object of police activity. This crime can take the form of robbery, damage, cybercrime, or violence between individuals in such environments, which affect academic activities and college peace (Toluhi, 2021). Effective policing in these settings involves adaptive policing that combines old-fashioned enforcement with community-based policing thus creating a sense of security between the students and the staff. The Nigerian Police Force is not just involved in reactionary activities; it is also involved in preventive activities whereby it can patrol the campuses, carry out sensitisation exercises, and consult the institutional security committees (Monday and Sylvester, 2021). NPF can not only assist in ensuring the individual safety but also the institutional task of facilitating learning by providing crime-prevention strategies in accordance with the educational context.
With a specific reference to tertiary institutions in Nigeria, to examine the effectiveness of the Nigerian Police Force in crime reduction and prevention requires a contextualisation of the dynamics of campus security. These prisons, being micro-societies, mirror the social trends of behaviour and criminal behaviour, which makes them the perfect case studies in assessing the effectiveness of law-enforcement (Aborisade, 2021). The relations between the representatives of the police, the security department of the campuses and students shape the general view of the safety and the actual effectiveness of the preventive strategies. Therefore, the study of the operational strategies, responsiveness, and engagement methods of the Nigerian Police Force at tertiary institutions is one of the frames through which it can comprehend its overall role in the society in managing crime and stabilising the society (Arisukwu et al., 2020; Afolabi et al., 2021).
1.2 Statement of the Problem
The position of police in the modern societies has undergone growing academic attention, as the interplay between ensuring security and social progress remains dynamic (Arisukwu et al., 2020). Police has grown to include more than traditional crime control and prevention measures, involvement with the community, and partnerships with institutions (Wisdom et al., 2020). In that regard, the effective work of the Nigerian Police Force in certain social environments, in particular in tertiary institutions has to be analyzed rigorously since it incorporates the theoretical viewpoint with the practical results. Through the systematic analysis of these dimensions, a study can clarify the role of policing in the establishment of a safe and supportive learning environment and at the same time, clarifying the issues of the greater scope of interest such as institutional accountability and performance effectiveness (Afolabi et al., 2021).
Although law enforcement has been identified to be significant in curbing crime, tertiary institutions in Nigeria continue to be affected by cases of theft, vandalism, cybercrime, and interpersonal violence, thus compromising the activities and welfare of students (Ejalonibu et al., 2021). Ideally, a well-functioning policing framework would guarantee a low occurrence of crimes, an increased security level among the students, and prompt action whenever the crime is committed (Victor, 2021). Nevertheless, it has also been shown that the perfect ideals of campus policing are in contrast with the reality, which is manifested in the inconsistent patrols, slow response, and a limited interaction with institutional security committees (Toluhi, 2021). The reasons behind these discrepancies are that the strategies and effectiveness of the Nigerian Police Force in the higher education context have to be empirically evaluated.
Moreover, the previous studies on policing performance in Nigeria have primarily been conducted in terms of generalized law enforcement performance, leaving inadequate coverage of the specific context of tertiary institutions (Monday & Sylvester, 2021). This gap in knowledge introduces the issue of what institutional contexts do when addressing policing strategies, crime prevention, and safety perception among students and staff (Aborisade, 2021). To measure the effect of the interventions of the police on the campuses correctly, both qualitative and quantitative understanding of the transpiration of the crimes, the responsiveness of the police, and preventive action is needed. To fill this gap, this study will provide evidence-based suggestions that can help to maximize the effectiveness of law enforcement in a school setting.
However, crime is a widespread issue in tertiary institutions in Nigeria, there is a lack of empirical information that specifically evaluates the function of the Nigerian Police Force in the reduction of the offences (Arisukwu et al., 2020). The gap of perceived safety and the real crime rates observed with respect to the operational effectiveness of the police interventions reveals the urgency of a specific investigation (Afolabi et al., 2021). This research will, therefore, aim at analyzing the degree to which the Nigerian Police Force helps in reducing and preventing crimes within the tertiary institutions.
1.3 Objectives of the Study
The main aim of this study is to assess the Nigerian Police force effectiveness on crime reduction and prevention in tertiary institutions in Nigeria.
The specific objectives of the study seek to:

- Ho5: There are no proffered strategic measures for improving the Nigerian Police Force’s effectiveness in crime reduction and prevention in tertiary institutions.
1.6 Significance of the Study
The current study is anticipated to have positive implications on the Nigerian Police Force because it will clarify how effective its crime prevention and reduction programs are in tertiary learning institutions. The study will make it possible to create more specific and effective policing interventions that strengthen the campus safety by outlining organisational strengths and weak points.
The impact of tertiary institutions will also be positive since the research will provide evidence-based recommendations to improve the partnership with law-enforcement agencies and strengthen internal security measures. These measures are expected to support a safer academic environment that supports academic performance and overall well being of students and faculty.
Academic staff and students are likely to enjoy increased security on campus, and thus, reduce their exposure to the unlawful behavior. Moreover, the results will be used in the creation of prevention measures and awareness campaigns that will reinforce individual security and instill a sense of safety pervading the academic campus environment.
The findings will also be beneficial to policy makers and educational administrators who will use them to design policies that align the work of the policemen with the needs of the institution. This conformity is supposed to ensure effectiveness in the distribution of resources and to make security structures proactive and adapting to the realities of life on campus.

Summary, Conclusions and Recommendations
5.1 Introduction
This chapter provides the summary of this study, conclusions of findings, limitations that the study has encountered, recommendations of how the effectiveness of the Nigerian Police Force in reducing and preventing crime in tertiary institutions can be enhanced and recommendations on the future research.
5.2 Summary
This research design deployed a descriptive research design in order to offer a thorough analysis of these problems. The study population was 1,145 members of the Nigerian Police force that were on duty at Gwarimpa, Abuja Municipal Area Council (AMAC), Nigeria. A sample size of 296 respondents was calculated using Taro Yamane formula. Multi-stage sampling that was based on stratified and convenience sampling was used to select respondents in different police units. The data were gathered with the help of a structured questionnaire that was aimed at receiving the perception of the respondents on the matters of crime forms, policing strategies, roles, responsiveness, and possible improvements in the strategies. Analysis of the data was done using both descriptive and inferential statistics. The perceptions of the respondents were presented with descriptive statistics such as the mean scores and the standard deviations and the hypotheses were tested with inferential statistics such as the logistic regression and ANOVA with the level of significance of 0.05.
The results showed that the crimes commonly committed in tertiary institutions are theft, examination malpractice, assault, drug abuse, cybercrime, and sexual harassment and respondents identified the crimes as important. The frauds include regular patrols, awareness campaigns, cooperation with the institute security departments, quick response to crime and use of surveillance devices and gathering of intelligence, which were deemed as effective in fighting crime. The police contribution towards curbing crime was verified by mentioning measures such as maintenance of safety, proactive actions to reduce crimes, investigation, legal advice, community involvement, and disciplinary actions as being important. It was identified that the police were also responsive to crime events whereby they responded promptly, conducted investigations on time, responded well, provided feedback and enforced preventive measures. Moreover, the participants of the study single out such strategic actions of enhancing effectiveness as regular training, sufficient supply of the resources, partnership with the institutions, community policing, assessment, and monitoring, use of technology.
5.3 Conclusion
On the basis of the findings of this research, it can be noted that the Nigerian Police Force is very critical and important in crime reduction and prevention in tertiary institutions. Most of the crimes committed by people are theft, malpractice during examination, assault and drug abuse, cyber crimes, sexual harassment, but the police have elaborate measures to contain these crimes through patrol, awareness creation, collaboration with security and response forces, surveillance and intelligence collection among others. Their reaction to the incidents is admirable, and the strategic plans identified by the respondents such as training, resources availability, community policing and use of technology are critical in improving their operation levels. In general, Nigerian Police Force is identified as one of the major stakeholders in maintaining safety and security in tertiary institutions, in Nigeria.
5.4 Limitations of the Study
The study suffered some limitations. First, police staff could not easily be approached to take part in the study since they were busy with their job activities and it would occasionally delay the collection of the data. Second, some respondents did not want to give information on sensitive crime related matters in detail thus constraining some responses. Third, logistical issues including transport and communication problems within AMAC influenced the distribution and retrieval of questionnaires. Fourth, the researcher did not cover all the geographical regions in Nigeria but restricted it to a single locality (Gwarimpa, Abuja), which could have implications on how the results are generalized to other parts of the country. Lastly, the use of self-reported information also created the possibility of response bias because certain respondents would have over- or under-reported their views about the effectiveness of the police.
5.5 Recommendations
- The Nigerian Police Force also ought to introduce a continuous one-time training and capacity building to instill the current knowledge and skills in personnel to help them prevent crimes effectively in tertiary institutions.
- The Force also needs to invest in advanced policing facilities such as surveillance equipments and technology based tools to improve on detecting and monitoring crimes in campuses.
- Nigerian Police Force ought to empower partnership with tertiary institutions, community leaders, and other stakeholders towards formulation of joint strategies that would proactively tackle emerging crime trends.
- The Force needs to implement a system of evaluation and feedback to check the performance and determine the effectiveness of strategies used in policing and take corrective action to enhance the results on crime reduction.
5.6 Suggestions for Further Studies
Future studies may examine how well specific technological tools like digital surveillance and crime analytics are being used to reduce crime in tertiary institutions in various parts of Nigeria.
