Other problems include the evaluation of the project time tables, the complexity of the projects and the implementation of government policies. In spite of these problems, the research found out that NAPEP programmes have brought about increase in small scale facilities thereby empowering small scale business owners in Kaduna state since the establishment of the organization. Base on the research findings, the research recommended that NAPEP programs should be rejuvenated and strengthened so as to provide the necessary support for better performance. The research emphasized the need for an effective monitoring of entire NAPEP programmes so that mismanagement of funds and diversion of other resources for other uses could be checked.

Some individual are self-reliant because they are opportune to undergone a training under NAPEP. But unfortunately that Micro-credit scheme of NAPEP has not lived up to expectations because of inadequate facilities and logistic support which is one of the basic problems identified to be militating against the efficient operations of the NAPEP.
Small scale business also plays a vital role in the development of the economy in Kaduna state. The reason is that government has favourable policies towards development of small scale enterprise. But lack of proper implementation of government policies on poverty alleviation has hindered the achievement of the NAPEP.

- NAPEP programmes should be rejuvenated, re-oriented and strengthened as well as provided with the necessary support for better performance to ensure this unwholesome practice of the programme.
- Closely related to the above is the need for the provision of working materials (men, materials and money) for these programmes, more especially NAPEP which has been firmly established in the rural areas.
- Necessary facilities, equipments and logistics should be provided to the programme to enhance better performance most especially if the self-reliance objective of the programmes is to be achieved.
- The credit schemes should be properly funded, strengthened and made to provide basic loans to grandaunts of various skill acquisition programmes, to enable them establish their own businesses.
- There is the need for an effective monitoring of the entire activities of the programme at all stages of implementation. In this way, diversion of fund/resources to other uses as well as mismanagement of resources would be checked. As such, the monitoring department of this programme should be made more efficient and effective in identification of problems and subsequently proffering workable remedial solutions.
